Section 4.10. Responding to Unmet Needs and/or Gaps for Reproductive Health Care. With assistance from the DOH, each province-, city-, or municipality-wide health system shall carry out measures to reduce the unmet need and/or gaps for reproductive health care, which includes, but are not limited to the following major steps:
Identify or validate priority reproductive health needs of the population;
Determine and document the inventory of available resources and capacities (budget, infrastructure, and trained personnel) for reproductive health care products and services from the central, regional, and local level, coming from the LGU, DOH, development partners, and private sector providers;
Match/assign available resources and capacities for reproductive health care to the requirements of the beneficiary population for health products and services with the use of a geographic information system or other digital mapping solutions;
Determine health product and service gaps, if any, and propose solutions by which these gaps can be filled;
Specify mechanisms for the delivery of reproductive health care services to individuals, couples, and families at the points of use, given local conditions and preferences, in consideration of both estimated unmet need and current use; and
Coordinate the timeline of activities to meet specific targets for the reduction of unmet need and maintenance of current use, with timelines at the regional and national levels.
