Section 34. The City Civil Registrar. —

The city civil registrar must be a citizen of the Philippines, a resident of the City of Novaliches, of good moral character, a holder of a college degree from a recognized college or university, and a first grade civil service eligible or its equivalent. He must have acquired experience in civil registry work for at least five (5) years immediately preceding the date of his appointment.

The city civil registrar shall receive such compensation, emoluments and allowances as may be determined by law.

The city civil registrar shall be responsible for the civil registration program in the City of Novaliches, pursuant to the Civil Registry Law, the Civil Code, and other pertinent laws, rules and regulations issued to implement them.

The city civil registrar shall take charge of the city civil registry department, and shall:

  1. Develop plans and strategies and, upon approval thereof by the city mayor, implement the same, particularly those which have to do with civil registry programs and projects which the city mayor is empowered to implement and which the sangguniang panlungsod is empowered to provide; and

  2. Perform such other duties and functions and exercise such other powers as provided for under Republic Act No. 7160, otherwise known as the Local Government Code of 1991, and those that are prescribed by law or ordinance.
