Section 7. Powers and Functions of the Board. —

The Board of the NHCP shall exercise the following powers and functions:

  1. Conduct and encourage all manner of research pertaining to Philippine national and local history;

  2. Acquire important historical documents, collections, memorabilia and other objects that have significant historical value;

  3. Acquire real property, buildings and other structures for the purpose of preserving, restoring and conserving their significant historical value;

  4. Determine the manner of identification, maintenance, restoration, conservation and preservation of historical sites, shrines, structures and monuments;

  5. Approve the declaration of historic structures and edifices such as national shrines, monuments and landmarks or heritage houses;

  6. Prescribe the manner of celebration or commemoration of significant events pertaining to Philippine history;

  7. Initiate and, in cooperation with the appropriate government or private entity, promote programs for the popularization of Philippine history such as, but not limited to, the integration of the subject of history into the school curriculum, among others;

  8. Discuss and resolve, with finality, issues or conflicts on Philippine history;

  9. Implement and enforce Republic Act No. 8491, otherwise known as the Flag Law, and other special laws where the NHCP has been designated as the implementing body;

  10. Secure and receive local, bilateral and international donations, grants and endowments in support of its programs and projects;

  11. Develop and implement consortium agreements to link other government agencies and/or private individuals and organizations engaged in or in support of the mandate of the NHCP;

  12. Regulate activities pertaining to the preservation, restoration and conservation of historical property or resources;

  13. Generate funds from government or private sources, local or international for its programs and projects;

  14. Collect reasonable fees for the use, sale or rent of its resources as well as entrance fees to shrines and landmarks under the jurisdiction of the NHCP;

  15. Approve grants, create committees or deputize individuals for NHCP projects;

  16. Conduct public hearings and ocular inspections or initiate factual investigations with respect to disputed historical issues for the purpose of declaring official historical dates, places, personages and events;

  17. Approve the annual budget of the NHCP before its presentation to the Department of Budget and Management (DBM) and Congress;

  18. Appoint the Deputy Executive Directors of the NHCP; and

  19. Exercise oversight functions over the administrative operations of the NHCP.
